Now, a show of hands. How many celebrate Leap Day (February 29 for the uninitiated) for its grandiose appearance every four years? Now you who have birthdays on that day, sit down. There is a movement afoot (or is that afeet, I forget, but I digress,) to do something on that day, and here is the proposal.
